- ➤ Charles Newton Townsend IV, 49, was arrested on Aug. 29 at Quince Orchard Library for allegedly sexually assaulting children — detectives say he is held without bond in Rockville while they investigate for more victims as he awaits trial on Oct. 14. MoCo360
