  • Carlos St. James Hover, 34, was arrested for first-degree rape, first-degree assault, armed robbery, resisting arrest and second-degree assault after he allegedly assaulted a Rockville gas station employee on Thursday and robbed a Wheaton bank on Friday—Judge Rand Gelber ordered him held without bond and set a bond review for Aug 25.  MoCo360
  • A 60-year-old Rockville man was arrested on Saturday for first-degree murder after his 81-year-old mother went missing and her body was found, and his 59-year-old roommate Dwayne Anthony Embrey was charged with accessory after help with disposing of the body — police said additional evidence was recovered during a search of their home.  MoCo360

EDUCATION NEWS

  • Montgomery County Public Schools will start the new academic year on Aug. 26, with an optional transition day on Aug. 25 for students moving to different grades or schools—allowing early tours, introductions, and practice with routines. New policies include stricter cell phone rules during class, revised grading and conduct standards, and a back-to-school fair with free health screenings and transportation scheduled for Saturday at Westfield Wheaton mall.  MoCo360

  • On August 18, Gov. Wes Moore told county leaders in Ocean City that he plans to lower housing costs by making it easier to build new homes on public land—he said counties that help will get a reward. He noted that many renters pay too much of their income for housing and that these changes are aimed at improving the market and supporting residents.  MoCo360
  • Gaithersburg Mayor Jud Ashman, who is seeking a fourth term, said he has not ruled out a run for Montgomery County Council District 3 in 2026 — he received encouragement from residents in Gaithersburg and Rockville but made no decision yet.
