Good morning, Rockville. Here's your local news at a glance for Saturday, the 12th of April.

CRIME NEWS

  • A verdict was reached in the trial of Raphael Mayorga—accused of intentionally hitting police officer Sergeant Pat Kepp, who lost both legs in the crash—who was found not guilty of attempted murder and first-degree assault but guilty of second-degree assault and fleeing and eluding police.  FOX 5 DC
  • Officials in Montgomery County warned residents about a rise in driveway paving scams after many homeowners reported unlicensed workers offering low-cost repairs that ended in poor work—prompting the Office of Consumer Protection to seize equipment from suspected scammers—and urged people to verify contractor credentials before any payment.  FOX 5 DC

EDUCATION NEWS

  • Montgomery County Public Schools teacher Rahman Culver filed a lawsuit alleging racial discrimination after he was demoted from a planned assistant principal role and reassigned to Clarksburg High School with a $25K salary cut — he claims the staffing changes unfairly targeted Black educators — similar provisional roles were removed from several high-FARMS schools.  Montgomery Community Media
  • Montgomery County Public Schools presented new grading rules on April 11 to raise clarity and expectations for students for the upcoming school year; the changes will end grade rounding, set clear deadlines for late work, and redefine the (50% rule) to better reflect student effort. Some board members and a student representative raised concerns about fairness for current high school students, and staff will discuss the plans further.  MoCo360

GOVERNMENT NEWS

  • High school students in Montgomery County organized as Friends of Asylum and Immigration Reform to push for immigrant protections by testifying in Annapolis. They led letter-writing campaigns, distributed know-your-rights cards and rallied for legal safeguards—an effort supported by Del. Ashanti Martinez.  MoCo360
  • Montgomery County Executive Marc Elrich is offering $3 million to the private owners of White’s Ferry to help them work out a deal and reopen the historic route that closed in December 2020—this offer combines state, county, and town funds and requires an agreement by July 1. The plan is part of the county’s Capital Improvements Program to restore a vital travel link between Maryland and Virginia.  MoCo360
  • Montgomery County Council passed a zoning text amendment that lets qualified nonprofits use vacant office space above the ground floor for storage if the building has been 90% empty for two years — the move aims to reduce office vacancies following the COVID pandemic. Council President Kate Stewart said the change is part of a broader strategy that includes office rental grants for new and growing businesses.  MoCo360
  • Metro’s Board of Directors approved the 2026 budget of $4.96 billion on Thursday to extend service and improve security without raising fares. Metrorail will begin extended weekend hours on Sunday, June 22 — and the Better Bus Network Redesign with 11 new bus routes will take effect on June 29.  WTOP
